Primary contract demands are for municipal and industrial purposes. About half of the exisUng Green
Mountain contracts are for municipal use (2,448 AF) with a similar amount contracted for industrial
purposes (2,111 AF). Most of the pending contracts for Green Mountain are for municipal purposes
(4,008 AF), although significant industrial uses are also pending.

Green Mountain Reservoir releases can be used to augment both the Shoshone Demand and the Cameo
Demand. As a result, water users from all portions of the upper Colorado River Basin have requested
contracts from Green Mountain Reservoir. Releases from Ruedi Reservoir cannot augment the Shoshone
Demand, and most water users upstream of Shoshone rely on Green Mountain contracts instead of Ruedi
Reservoir water. At present, about 41 % of the Green Mountain Reservoir contract demand occurs in the
Eagle River basin (4,233 AF) and about 55% of the reservoir's contract demand occurs in the Colorado
River watershed upstream of Dotsero. These contracts provide water for uses which are not augmented
by the 66,000 acre foot Historic Users Pool of the reservoir.

The dependability of contract water from Green Mountain Reservoir has been recently questioned. As
previously discussed, it may be possible that the 66,000 acre foot pool in Green Mountain Reservoir
obligated for West Slope use may be inadequate to satisfy all demands during critically dry years. If this
occurs, it is possible that contract water may not be available during dry years, resulting in an increased
demand for alternate supplies such as Wolford Mountain Reservoir.

Wolford Mountain Reservoir is located a short distance downstream of Green Mountain Reservoir and is
situated upstream of the Shoshone Demand. Contract water from Wolford Mountain could be used for the
same purposes and in the same geographic area as are contract reieases from Green Mountain
Reservoir.

4.2 RUEOI RESERVOIR

Contract demands from Ruedi Reservoir total 40,971 AF (Table 4.2). Of this total demand, 27.770 AF is
currently contracted or obligated. The existing obligation includes several large contracts. The Exxon
Corporation has contracted 6,000 AF for industrial purposes. In addition, the Recovery Program, through
the Colorado Water Conservation Board, has contracted for 20,000 AF of water for in stream flow and
environmental uses. An additional 13,351 AF is pending to be contracted.

As with Green Mountain Reservoir, municipal and industrial demands from Ruedi Reservoir are
significant. Current and proposed municipal contracts total about 10,000 AF. Industrial contract demands
total 10,735 AF. No water is contracted for irrigation purposes from Ruedi Reservoir.

Most of the Ruedi Reservoir contracts are for uses downstream of the Shoshone Demand at Dotsere.
Releases are primarily made to augment depletions at the Cameo Demand on the Colorado River near
Grand Junction. Ruedi Reservoir releases will not augment depletions at the Shoshone Demand, and
contracts to water users upstream of Dotsero are limited.

11
