3.3.1 Roaring Fork River Watershed
The Roaring Fork River Watershed is subject to a water right call originating from the Cameo Demand. In
dry years, the call may occur in the spring and could also extend from late June through October.
Currently, the Roaring Fork River Watershed is not subject to a winter call originating from the Colorado
River, however, the potential instream flow claims outlined above, or conditional oil shale rights. could alter
this situation.

Local instream flow and irrigation rights can also place a call on the Roaring Fork River above Snowmass
Creek and on several key tributaties. The Roaring Fork River oownstream of Snowmass Creek does not
appear to be subject to any calls other than those originating from the lower Colorado River.

Releases from Ruedi Reservoir, Green Mountain Reservoir or Wolford Mountain Reservoir can be used to
augment depletions of Roaring Fork water users to the Cameo Demand. However, these releases cannot
replace depletions to any calling in-basin instream flow or irrigation rights located on tributaries. or on the
upper Roaring Fork River. Supplemental in-basin augmentation sources may be required for junior water
users in the upper basin or along key tributaries such as the Crystal River. In-basin augmentation
supplies are typically required less frequently than are augmentation supplies for the Cameo Demand.

3.3.2 Colorado River Watershed below the Roaring Fork
As with the Roaring Fork River basin, this geographic area is subject to late irrigation season calls from
the Cameo Demand. However, potential instream flow claims or oil shale rights may result in future year-
round calls for junior water users.

Locai calls affect certain key tributaries such as Rifle Creek. These local calls primarily occur during the
irrigation season. Much of this geographic area is not currently affected by non-irrigation season calls.

Releases from Ruedi Reservoir, Green Mountain Reservoir or Wolford Mountain Reservoir can be used
as a sole source of augmentation water for many of the municipal and industrial water users in this area.
However, these releases cannot replace depletions to any calling irrigation rights that may occur on
tributaries such as Rifle Creek, and supplemental augmentation supplies are required for certain areas.

3.3.3 Eagle River Watershed
Junior users in the Eagle River watershed can be placed on call on almost a year-round basis by water
rights located downstream on the Colorado River. The Cameo Demand can place a call on junior users
during the irrigation season. The Shoshone Demand can place a call practically year-round during
critically dry years.

Local instream flow and irrigation rights can also place a call on the Eagle River or its tributaries. These
in-basin calls typically occur less frequently than the main stem calls. Upstream of Wolcott, the stream
flow of the Eagle River can be less than existing in stream flow rights during both late summer and early
winter of dry years. Downstream of Wolcott, it appears that instream flow rights are not satisfied during
the late summer months only. An in stream flow call is not anticipated during the winter below Wolcott.

8
