If existing constraints are such that a problem can not be solved, the limiting factor or factors will be identified and narratively discussed. The study director will prepare a technical memorandum documenting the results of activity three. Upon approval by the Overview Committee and endorsement by the MRBC it will then be transmitted to WRC, ACTIVITY FOUR - ESTABLISH STATE/REGIONAL PRIORITIES, DEVELOP COnCLUSIONS AND RECOMMENDATIONS AND PREPARE THE STATE/REGIONAL REPORT The objectives of this activity are to: (1) establish state/regional priorities for Level B studies, special studies, level C studies, and implementation programs; (2) develop recommendations and conclusions for resolving the problems in the region; and (3) prepare a state/regional report. To accomplish these three objectives five subactivities will be conducted by the regional assessment participants. Subactivity 18 - Develop Conclusions and Recommendations During this subactivity the information that has been evolved in the previous subactivities will be synthesized to evolve conclusions and recommendations concerning: . Needs for planning--identify and recommend the time frame (1975- 1985 and 1985-2000), the geographic area covered, and the type of study or program (level B, level C, special, implementation) that should be conducted to resolve problems within each study area. . Needs for research and data collection--recommend programs that should be modified or broadened to meet the future needs. . Needs for changes in the current institutional, financial, legal, and socio-economic water and related arrangements, policies and programs that should be implemented in each time frame (1975-1985 and 1985-2000) to provide an improved base for resolving the problems within the Missouri Region. -12-
