W . <br />Washington, D.C. 20037 <br /> <br />RECFI"\D <br />NOV 1 S JS74 <br /> <br />COLti <br />CONSERVAilu,i "c,..,,, <br /> <br />Dear Warren: <br /> <br />I am transmitting herewith for your signature a Memorandum of Agreement <br />relating to the 1975 National Assessment, which I have signed with the approval <br />of the Missouri River Basin Commission. <br /> <br />As discussed in my letter to you dated August 26, 1974, (copy attached for <br />your convenience) the $200,000 which has been allocated to the Missouri River <br />Basin Commission is not sufficient for conducting the specific problem analysis <br />activities in the Missouri Region. An additional $86,000 or a total of $286,000 <br />is required by the Missouri River Basin Commission to comply with the September <br />1974 Water Resources Council's Guidelines for Conducting Phase II, to articulate <br />the state/federal viewpoint concerning water and related problems and issues, <br />and to display and describe this viewpoint in a nationally consistent format. <br />It should be noted that the states are being asked to commit substantial man- <br />power and funds for an assessment mandated at the federal level, for which no <br />state appropriations have been programmed. The additional monies requested will <br />enable us to provide a small amount of funding to each of our ten basin states <br />for which products will be evolved that articulate the indispensible state view- <br />points concerning water and related problems, issues, desires and priorities. <br />These state inputs are specifically identified in the August 26 letter and in <br />Schedule A of the Memorandum of Agreement, <br /> <br />The specific problem analyses will be implemented under the direction of <br />a Regi ona I Study Di rector and an Ass i stant Reg i ona 1 Study Di rector,- both of <br />whom will be employed under contract for the duration of the assessment.
