<br /> <br />lese <br /> <br />24 ~I I: T l( 0 P (] LI TAN W ATE R D 1ST R leT <br /> <br />of Parker, and other customers in that vicinity was connected to <br />the District's system in April 1941. <br />The cost of the transmission line from Boulder Dam, exclusive of <br />protective ground wires which may be required, but including the <br />switching siation and six cottages at Camino, is $2,458,891.28 as <br />of June 30, 1941. <br /> <br />Power C01lt-raets <br />Starting in August 1940, detailed and extensive hearings under <br />the Boulder Canyon Project Adjustment Act were held in Los <br />Angeies before Mr. R. V. L. Wright, special representative of the <br />Secretary of the Interior. AU of the allottees and contractors for <br />Boulder power were given an opportunity to present their views <br />regarding the form and substance of the findings, regulations, and <br />contracts required by the adjustment act. The District was rep- <br />resented at these hearings by members of the staff and special <br />consultants. <br />A preliminary draft of findings was sent to the several allottees <br />in February 1941, for comments, and the preparation of new regu- <br />lations and contracts was actively taken up in Washington, D. C., in <br />April, by representatives of the Department of the Interior and of <br />all power contractors. <br />Operation of the Boulder power plant by the United States <br />through the Bureau of Power and Light of the Department of <br />Water and Power of the City of Los Angeies and the Southern <br />California Edison Co., Ltd. as agents, necessitated the drafting of <br />a new contract for operation, usually referred to as the" Agency <br />Contract", as a substitute for the contract of 1930 under which <br />the power privilege and generating equipment were leased to the <br />city and Edison Company. General regulations including rates <br />for energy and method of aUocaiing generating charges under the <br />Boulder Canyon Project Adjustment Act were promulgated by the <br />Secretary of the Interior on May 20, 1941. The agency contract <br />and new energy contracts with all allottees, were executed prior <br />to June 1, 1941, the time limit fixed by the adjustment act. The <br />act became effective for all purposes on June 1, 1941. <br />The act substitutes for the competitive system of fixing rates <br />formerly in effect, a cost or amoriization basis, and reduces the <br />interest rate on the Colorado River dam fund from 4 per cent to <br />3 per cent. The iease of power privilege is terminated and the <br />plant now will be operated by the United States through two <br />operating agents.
