C\l

.

.

c:
c

weighting to those projects upon which construction could start immedi-
ately. For all projects except the Closed Basin, a repayment contract
is a legal requirement before construction funds can be expended. At
the present time, only the Fruitland Mesa Water Conservancy District has
executed a repayment contract. However, a repayment contract for the
Dallas Creek, Narro~G and Savery-Pot Hook projects could be executed this
year. There is a remote possibility that a repayment contract for the
Dolores project could be executed this year, but this is not likely.

Based upon the staff analysis of the many factors involved, a
suggested schedule of project funding follows. This suggested schedule
contains only funding for the next three fiscal years. A complete
schedule of funding until all projects have been completed is being pre-
pared and will be available within the next few days.

The figures used in the schedules have been prepared by the
staff of this board based upon known and anticipated changes in the proj-
ect plans, known and anticipated changes in work schedules and known and
anticipated changes in the value of the dollar. These figures will there-
fore vary from the project schedules presented by the Bureau of Recla-
mation at the times the projects were authorized.

The suggested funding schedule is as follows:

Proiect

F.Y. 1974

F.Y. 1975

F.Y. 1976

Animas-La Plata

$ 400,000

$

550,000

$ 1,870,000

Closed Basin

100,000

2,200,000

Dallas Creek

250,000(1)

3,000,000

10,900,000

Dolores

450,000

225,000

3,100,000

Fruitland Mesa

500,000 (1)

6,000,000

14,700,000

Narrows

1,500,000(2)

4,000,000

10,000,000

San Higuel

200,000

Savery-pot Hook

250,000(1)

795,000

Hest Divide

Totals

$3,100,000

$14,125,000

200.000(1)
$43,965,000

(1) From budgetary reserve.
(2) $250,000 from budgetary reserve.

Memorandum

-2-

March 13, 1973
