Sparks, Director. <br /> <br />SUBJECT: Schedule of funding for authorized reclamation projects. <br /> <br />As has been previously reported, the President in his budget <br />message to Congress did not recommend any funds for the nine authorized <br />reclamation projects in Colorado. In view of this fact, it does not <br />appear to be possible or practical to attempt to get funding during the <br />forthcoming fiscal year for all of these authorized projects. The staff <br />of the board does not believe that any of the authorized projects should <br />be abandoned. Nevertheless, the situation is such that a selective <br />approach to the problem appears to be necessary. <br /> <br />The staff has reviewed all authorized projects using such <br />criteria as date of authorization, immediate readiness for construction, <br />estimated construction costs, benefit-cost ratio, local interest and <br />support, status of water rights, quantity of water to be used for munici- <br />pal and industrial purposes, quantity of water to be used on the irriga- <br />tion of new lands, quantity of water to be used for supplemental irriga- <br />tion, environmental impact, recreation and fish and wildlife impact, <br />water quality degradation, contribution to the development of energy <br />resources, contribution to the furnishing of water for Indian lands and <br />flood control. It was virtually impossible to establish a fixed numerical <br />standard for all of these many considerations. However, we did weigh the <br />various factors to the best of our ability in arriving at a schedule by <br />which the various projects should be funded. <br /> <br />If <br />requirements <br />is therefore <br />so that they <br />are started. <br /> <br />all of the projects were started simultaneously the funding <br />in future years would pyramid and become very high. There <br />a great urgency in getting some projects started immediately <br />can be substantially completed by the time other projects <br />We therefore assigned a high priority in our numerical <br />
