RELATED STATUTES AND FEDERAL LAWS <br /> <br />Title 37, Articles 61 through 69, 80 through 84,87, and 90 through 92 <br />CRS 1973, as amended are all statutes with mandates. <br /> <br />353 U.S. 953 (1957) is a federal court decree mandating the administration <br />uf th~ w~lters on the Laramie River Basin. <br /> <br />325 U.S. 589 (1945) is a federal court decree mandating the administration <br />of the waters of the North Platte River Basin. <br /> <br />Several other federal court decrees relate to operation of compacts as set <br />forth in Articles cited above or relate to specific water right situations. <br /> <br />II. PROGRAMS <br /> <br />Program Title: Policv Formulation <br /> <br />Target Public: Entire population of Colorado and through compact adminis- <br />tration the states of Wyoming, Nebraska, Kansas, Texas, New Mexico, Arizona, <br />Californi3, Utah, and Nevada. <br /> <br />Purpose: Establish policy for the Division of Water Resources to integrate <br />the appropriation, use, and [0 administer the underground and surface waters <br />of the state in such a way as to maximize the beneficial use of all the waters <br />of the state consistent with court d0crees, the appropriation doctrine, inter- <br />state compacts. and federal court decrees. <br /> <br />To at!minister the designated ground ....:aters of the state in conjunction with <br />~)licy of the Ground Water Commission modifying the doctrine of prior appro- <br />priation to permit full development of designated ground water resources. <br /> <br />Rcsponsib12 tor the review ~nd ~pproval <br />dams or repairs to existing structures. <br />levl..!l I)l existing t!;lms in the state. <br /> <br />of plans and specifications for new <br />Annually determine the safe storage <br /> <br />As a member and responsible for staff of the Board of Examiners of Water Well <br />and Pump Installation Contractors. examines applicants for licenses as well <br />drillers or pump installers.
