15S6

through July Ruedi Reservoir inflow as w~ll as projected project imports for
Turquoise Lake will be started on February 1 and continue on the first of
each succeeding month through May 1.

The contract with the Southeastern Colorado Water Conservancy District
requires notification be given to the district by April 15 of the quantity
of water available for their use through April 3D, 1986.

.

B. Ruedi Reservoir

Ruedi Reservoir wi 11 be opera1ted in water year 1985 to control
spring runoff and is expected to be 109,!400 acre-feet based on the most pro-
bab le cond i t i on. The reservo i r wi 11 provide max imum storage for use by
recreational interests, enhance fish and wildlife and make, on demand,
releases of contracted water. This is an interim plan until a long-term
market is developed for all the available stored water. Short term sales
may be made on a year-to-year basis as ~he need develops for water.

The planned releases from Ruedi Reservoir for October through December will
be approximately 150 ft3/s. Releases f~om January through April will be set
at a flow which would draw the reservoir down to an elevation of 7706 feet.
However, based upon the type of runoff season indicated by monthly snowpack
data, the outflow from the reservoir and the target elevation may be
adjusted. Monthly estimates of probable inflow would be made following the
February 1 through May 1 runoff forecasts.

.

~

The mlnlmum release requirements, I as described in the ol)erating
principles, are 39 ft3/s from November 1 through April 30 and 110 ft3/s from
May 1 through October 31 or native inflow, whichever is less. These flows
include water from Rocky Fork.

Recreation interests requested that the reservoir water level not be drawn
down below elevation 7706 feet (53,100 acre-feet), which is 2 feet above the
bottom of the Forest Service boat ramp. This request will be honored until
additional long-term contracts are dev.loped for the sale of the remaining
storage water.

The operating plan indicates that the r~servoir will be filled by about July
5, thus providing recreational benefitslduring the summer months, as well as
sports fishing on the Fryingpan River below Ruedi Dam during the first part
of July. After July 5, the operating plan is to maintain the reservoir as
near as possible to elevation 7764 feet (2 feet below the spillway
crest) until it is necessary to draw the reservoir down for downstream
demands or for storage of the spring' runoff. The Colorado Division of
Wildlife has requested that the outqow be maintained at 100 ft3/s from
September 1 through November 15 to enhance the downstream brown trout
spawning. These flows can be maintained under normal conditions.
I

16

.
