.

.

c::'l

~JanuarY 16, 1968: Attended the Annual meeting of the Arkansas River Compact Admin-
istration. This was my first opportunity to attend a meeting of this important Admin-
istration which has jurisdiction over administering the waters between the States of
Colorado and Kansas. The Reports given by the various Committees relative to the
storage and release of water from John Martin was most enlightening, and the cooper-
ative spirit between the designated representatives from the two States was most en-
couraging. It was readily apparent throughout this meeting that anything the Colorado
State Legislature does relative to management of the water resources in the Arkansas
River must be closely related to the Arkansas River Comapct and its administration.

That afternoon I participated in a meeting with representatives from the Firm of Black
and Veatch who were in Pueblo on a reconnaissance mission to establish Site and Pro-
posed Alignment for the Pueblo Treatment Plant and the Valley Pipeline. Dave Ciruli
Chairman, Engineering Committee, and President Sid Nichols also attended this in-
formal meeting, and will undoubtedly give a more comprehensive report to the Board
at the regular meeting. A number of engineering matters were discussed thoroughly
with the Engineers, and plans were made for a meeting of the full Engineering Com-
mittee with these representatives when more detailed information is ready for inspec-
tion and review.

Respectfully submitted,

/ /.:.. ~J ,~.

. .,=- ,
,
, , '
, u

. ,

Charles L.
