I advised the meeting that <br /> <br />Mr. Iillapp and I did not consider the agreement essentiE.l, and it has not <br /> <br />= <br /> <br />been eighed. <br /> <br />Section:: of the Stipulation rrovides that tha construction and <br /> <br />operation of the dam and reservoir- shall not disturb the "status quo" of <br /> <br />e <br /> <br />the diversions of water for beneficial uses from said Arkansas River by <br /> <br />the ditches and canals now constructed and operated in both of the states <br /> <br />of Colorado and Kansas. It appears that this certainly applies to all <br /> <br />ditches in Colorado, v:hether diverting abOV' e or belo..- the reservoir.
