District Engineer, s6- <br /> <br />vised the t~o State Engineers it would be necessary that Caddoa Reser- <br /> <br />voir be emptied ~ April 1, to provide storace c~pacity for flood con- <br /> <br />trol. I advised him that this would result in a wasteful use of the <br /> <br />stored water, since the farmers ~ould not be requiring ..ater prior to <br /> <br />that Mte. He then fixed April 15, for the limiting date for having the <br /> <br />reservoir emptied. <br /> <br />On March 8, I wrote him Ul."gigg thst the date for emptying the <br /> <br />, <br /> <br />reservoir be e~~ended to ~,~y 1st, and to a later date, if possible, de- <br /> <br />pending on weather and stream flow conditions, end, in support of my <br /> <br />position, s~boitted to him a report ~hich sho~ed that, had there been <br /> <br />90,000 acre feet of roster in storage ,hen the flood of April 1942 occurred, <br /> <br />"bieh was next to "he largest flood of record both in peak flo.. and in <br /> <br />vol~~e, the ~~tEr ~o~d not have re~ched the pre5ent spillway crest, <br /> <br />e.ss~-=~ng t::..c:.t tr..e valves d"Jll!g the flood he.d been disch.s.rging up to <br /> <br />10,000 seco~0 feet, the esti~~ted safe carrying capacity of tne river <br /> <br />channel belor. the reservoir. <br /> <br />Colonel F~senberg then agreed to advance the date for the empty- <br /> <br />ing of the reservoir to ~ay 1st. <br /> <br />ttt.
