During this period, about 50,000 acre feet of available <br /> <br />water were stored in the reservoir. As a result of this storage, the <br /> <br />sti?ulation entered into between the teo states in 1955, bec&me opera- <br /> <br />tive on April 1, 1945. This situation required an agreement between <br /> <br />Colorado and Kansas with respect to interpretations of the provisions <br /> <br />of the Stipulation, and between the chief water officials of the two <br /> <br />States as to administrative procedure, since these officials, qy the <br /> <br />terms of the Stipulation, are charged ~~th the administration thereof. <br /> <br />It also developed in March, 1945, that the Corps of U.S. Engineers also <br /> <br />required that an agreement be reached between the two State Engineers, <br /> <br />covering releases of water from the reservoir, for agricultural Uses. <br /> <br />Othero:ise, it was inti:nated that the water in the reservoir might be <br /> <br />released before there was a need for the T.ater, to provide additional <br /> <br />capacity for flood control. <br /> <br />Prior to the initiation of the administration of the Stipu- <br /> <br />lation, the State m.;L-,eer "et "itL tt.e r:ttC!'lC'-j-S for the Arkansas <br /> <br />Valley Ditch Association, and representatives of the Attorney General, <br />
