Completion to

the full capacity of 655,000 acre feet has been deferred as a result of

the rior Id V"ar.

At intervals bet1"een December 1942., and !f.arch 11, 1945, the

valves in the dam ~ere closed ~, agreement of the wcter users and offi-
,d.-
cials of both States, to permit/the removal of certain construction

facilities. During this period, about 50,000 acre feet of available

water were stored in the reservoir. As a result of this storage, the

sti?ulation entered into between the teo states in 1955, bec&me opera-

tive on April 1, 1945. This situation required an agreement between

Colorado and Kansas with respect to interpretations of the provisions

of the Stipulation, and between the chief water officials of the two

States as to administrative procedure, since these officials, qy the

terms of the Stipulation, are charged ~~th the administration thereof.

It also developed in March, 1945, that the Corps of U.S. Engineers also

required that an agreement be reached between the two State Engineers,

covering releases of water from the reservoir, for agricultural Uses.

Othero:ise, it was inti:nated that the water in the reservoir might be

released before there was a need for the T.ater, to provide additional

capacity for flood control.

Prior to the initiation of the administration of the Stipu-

lation, the State m.;L-,eer "et "itL tt.e r:ttC!'lC'-j-S for the Arkansas

Valley Ditch Association, and representatives of the Attorney General,
