If necessary, <br />flow records at specific points ~'ii thin the basin will be synthe- <br />sized. The data will be formatted so that it can be used as <br />input into an operations study model. <br />The water use data and projections developed in Phase III <br />will also be reviewed and refined in order to make them commen- <br />surate with reconnaissance level of study. The CWCB will be <br />consulted about the selection of reasonable alternative use and <br />projection scenarios for use in the project operation study. <br />The data will be formatted so that it can be used as input into <br />the operations study model. <br />Water' rights data will be reviewed and correl~ted with the <br />updated water use data and projections. The water rights data <br />will be used to establish rriority factors for input into the <br />operations study model. <br />Reconnaissance level designs will be developed for each <br />facility included 'in the candidate project. In the case of <br />identified potential facilities, previous reconnaissance and <br />feasibility designs developed by others will be reviewed. The <br />yield to cost parameters for each facility will be compared at <br />a preliminary level in order to optimize each facility. This <br />optimization will be commensurate with the reconnaissance level <br />of study and will be based largely on engineering judgement. <br />The facility characteristics necessary for input into the opera- <br />tions study model will be developed. <br />The model selected for this phase of the study will be used <br />as an operational model onlY, considering priorities of releases <br />from the various facilities. Economic values will be developed <br />outside of the model. Water supply, use and projected use data, <br />water rights priorities, and facilities operating characteristics <br />\~ill be input into the model. The calibrated "without project" <br />, <br />data base information will be used as the base case for compari- <br />son to future conditions "with project".
