.

.

sedime:lt~tion, and floods. The previously compiled hydrologic
data \-Jill be reviewed and analyzed in relation to the specific
facilities ir.~luded in the candidate project(s). If necessary,
flow records at specific points ~'ii thin the basin will be synthe-
sized. The data will be formatted so that it can be used as
input into an operations study model.
The water use data and projections developed in Phase III
will also be reviewed and refined in order to make them commen-
surate with reconnaissance level of study. The CWCB will be
consulted about the selection of reasonable alternative use and
projection scenarios for use in the project operation study.
The data will be formatted so that it can be used as input into
the operations study model.
Water' rights data will be reviewed and correl~ted with the
updated water use data and projections. The water rights data
will be used to establish rriority factors for input into the
operations study model.
Reconnaissance level designs will be developed for each
facility included 'in the candidate project. In the case of
identified potential facilities, previous reconnaissance and
feasibility designs developed by others will be reviewed. The
yield to cost parameters for each facility will be compared at
a preliminary level in order to optimize each facility. This
optimization will be commensurate with the reconnaissance level
of study and will be based largely on engineering judgement.
The facility characteristics necessary for input into the opera-
tions study model will be developed.
The model selected for this phase of the study will be used
as an operational model onlY, considering priorities of releases
from the various facilities. Economic values will be developed
outside of the model. Water supply, use and projected use data,
water rights priorities, and facilities operating characteristics
\~ill be input into the model. The calibrated "without project"
,
data base information will be used as the base case for compari-
son to future conditions "with project".
