The Colorado <br />State Hater Resources Research Institute has made initial steps <br />toward calibration of a data base for the model~ These efforts <br />\~ill be continued in order to complete a calibrated data base <br />for a representative period of hydrologic record. <br />Preliminary design layouts will be modified and upgraded <br />as necessary. All preliminary design layouts will be based on <br />accepted practices and criteria for reconnaissance (appraisal) <br />level studies. <br />the cost of developing the facilities will be estimated. <br />Existing accepted reconnai6sance level cost information developed <br />by Tudor, the Bureau of Reclamation, and others will be used. <br />Appropriate contingencies ~eflecting uncertainties in future <br />conditions will be applied. Operating and maintenance costs <br />will also be estimated at ~ preliminary level. <br />Based on water use da~a and projections prepareu during <br />this-phase, and economic d~ta previously compiled, preliminary <br />economic criteria will be developed for use in the economic eval- <br />uation. These criteria will be in the form of unit values for <br />benefits due to irrigation, municipal and industrial water supply, <br />hydroelectric power generation, and recreation. Economic factors <br />for use in the MODSIH model will also be developed. <br />Using the preliminary cost information and economic criteria <br />previously generated, various combinations of facilities in al- <br />ternative project configurations will be identified and screened. <br />To minimize the number of possible alternative combinations of <br />facilities, a great deal of general planning judgement will be <br />exerci6ed during this evaluation. Close coordination will be <br />maintained with the CWCB to insure that only acceptable alterna- <br />tive p~ojects are considered. <br />Alternative projects that survive the screening will be <br />subjected to a preliminary evaluation. The MODSIM model will <br />be utilized in the evaluation; however, use of the model and out- <br />put from the model will be tempered by judgement and local know- <br />ledge of present and projected conditions.
