Need for Desian Revisions/Modifications <br /> <br />The assumption that 2 or 3 inches of concrete lining would <br />be adequate in this area is not reasonable due to expansive <br />soils. The UVWUA's experience has shown that thin unreinforced <br />concrete lining does not effectively withstand the weather and <br />soil conditions in the.Montrose and Del~a area. <br /> <br />CHO turnouts 'would not be used. It would be more cost <br />effective to use division-boxes, Parshall flumes and stilling <br />pools as measurement devices because the UVWUAcan construct <br />them. <br /> <br />Waterway protection on the Grand Valley Project, currently <br />underway, is being replaced in~kind and not improved. This <br />precedent will be followed on this project. Any additional <br />waterway protection that is desired will be left to the <br />discretion of the UVWUA and not funded under this proposal. <br /> <br />In the FR/FEIS, two canal systems were used to develop <br />designs for the canals and the cost of the rest of the system was <br />prorated based on this sample information. One of the systems ... <br />used to develop the preliminar~ designs is located on the west <br />side and will not be included in a proposed construction program. <br />This approach does not accurately portray the onsite conditions <br />within the Uncompahgre Project. Th~re is a significant <br />difference in the slope that exists from one end of the project <br />to the other which was apparently not accounted for in the <br />FR/FEIS. . '. <br /> <br />For this study, aerial photos '(1 inch = 200 feet scale, 2 <br />foot contour intervals) were used to determine required section <br />sizes for all of the canal systems. Along with the use of aerial <br />photos, extensive field work was completed to insure accurate <br />locations of canals and laterals. The decision was made to pipe <br />the laterals rather than line them because 1) maintenance on <br />pipe systems is significantly less than concrete-lined sections, <br />2) additional salt removal is recognized by placing pipe instead <br />of lining, and 3) the opportunities to reduce costs by reducing <br />the length of the laterals is significantly enhanced by using <br />underground pipe. <br /> <br />. <br /> <br />6 <br />
