......
C-')

1. Need or desire for the inclusion/elimination of a
Rehabilitation & Betterment loan as a form of cost
sharing or "buying down" the cost effectiveness of some
component(s)?

.

......

2. preliminary selection of components of the LGBU
authorized plan which should be recommended for
construction in the final SO/JU Study report.

~..

3. Finalization of the desired type and format of the
study report and need for a separate pre-construction
report, to move into the construction phase. Initial
discussions regarding the reports to be produced at the
conclusion of the SO/JU Study identified a R&B report
which could be routed through the R&B approval process
and a supplemental report detailing the salinity
control aspects which could be used to obtain an
appropriation of salinity control funding.

4. Guidance is also needed on if and how the report
should be integrated with NEPA documentation.
Discussions have indicated that the changes in design
and the controversial nature of the impacts
necessitates a re-evaluation of the analyses contained
in the FR/FEIS. Current thoughts are that the
documentation can be "tiered" to the FEIS using an EA .
with a FONSI.

.

22
