<br />\1" ,'.," Ii <br />Ui.....~'J <br /> <br />there are no federal water resource projects being planned by the Bureau of <br /> <br />Reclamation in the proposed study area. <br /> <br />CONCLUSIONS <br /> <br />Due to the probable inclusion of the Los Pinos River Basin into the proposed <br /> <br />Werninuche Wilderness Are~, the staff of the Colorado Water Conservation Board <br /> <br />recommends that the Los Pinos River and its tributaries not be studied for in- <br /> <br />elusion into the Wild and Scenic River System pending the outcome of the <br /> <br />Weminuche legislation. If the Los Pinos River Basin is included in the Weminuche <br /> <br />Wilderness Area, there will be no need to protect the river under the Wild and <br /> <br />Scenic Rivers Act since the Wilderness Act is more restrictive than the Wild and <br /> <br />Scenic Rivers Act in its attempt to preserve wilderness areas. <br /> <br />Should the Los Pinos watershed not be included in the final boundaries of <br /> <br />the Weminuche Wilderness Area then it would make a very suitable addition to the <br /> <br />Wild and Scenic Rivers System. Portions of the prospective scenic area were <br /> <br />visually inspected by two staff members of the Colorado Water Conservation Board. <br /> <br />Most of the watershed under consideration is included in the San Juan Primitive <br /> <br />Area and is already being preserved in an essentially primitive condition. <br /> <br />"Primitive Areas" which are managed similar to a "Wilderness Area" are adminis- <br /> <br />trative units established under Secretary of Agriculture regulations. At this <br /> <br />timejthey are under consideration for addition to the statutory National Wilder- <br /> <br />ness Preservation System by Congress. No roads have been constructed into the <br /> <br />"Primitive Area" and access is by foot or horseback only. The portion of the <br /> <br />Los Pinos between the San Juan Primitive Area and the north boundary of Granite <br /> <br />Peak Ranch is also inaccessable except by trail. <br /> <br />Although two diversions do exist in the upper reaches of Los Pinos watershed, <br /> <br />-4- <br />
