Walker <br />Deputy Director <br /> <br />FROM: <br /> <br />Bill McDonald <br /> <br />DATE: <br /> <br />September 29, 1982 <br /> <br />SUBJECT: Agenda Item 12b, October 7, 1982, Board Meeting-- <br />Approval to Construct Stage 3 Salvage Wells, <br />Closed Basin Project <br /> <br />Introduction <br /> <br />The Act authorizing the Closed Basin Project provides, in <br />section 101(b), that construction of the project may be under- <br />taken in stages only if construction of each successive stage <br />after stage 1 of the project is consented to by the Colorado <br />Water Conservation Eloard and the Rio Grande. Water Conservation <br />District. The Bureau of Reclamation wishes to commence the <br />construction of salvage wells in stage 3 in federal FY 1983 and <br />is therefore seeking the Board's and District's permission to <br />proceed (see the attached letter from the Bureau's San Luis <br />Valley project office to the Board dated September 22, 1982). <br /> <br />Discussion <br /> <br />The construction schedule for the Closed Basin project is <br />shown on the enclosed "Control Schedule" worksheets. As can be <br />seen (see sheet 2), . the construction of .sal vage wells in stage <br />1-2 is nearing completion, with the construction of the <br />conveyance channel in stage 1-2 scheduled to start late in FY <br />1983. Concurrently with the completion of stage 1-2 salvage <br />wells and the initiation of construction on the conveyance <br />channel, the Bureau needs to drill and test pump the stage 3 <br />salvage wells in order to obtain the information needed for the <br />final design and sizing of permanent pumps and well field <br />laterals. Note, however, that stage 3 salvage wells will not <br />be placed in production until after stage 1-2 salvage wells are <br />delivering water to the river to the satisfaction of the Board <br />and the District (see sheet 1). <br /> <br />(over) <br /> <br />125 <br />ai/12b <br /> <br />Robert A.
