Introduction:

In response to the contentious issues raised by the Colorado
Water Supply Co's. proposal to purchase a majority interest in the
Ft. Lyon Canal Co. the Board requested authority to conduct a
study which would consider the impacts of, and possible
alternatives to, such a large transfer of agricultural water in the
Arkansas valley. In section 11, of SB92-87 the General Assembly
stated.

liThe (Board) is hereby directed to undertake an analysis of
the alternative approaches to and the results of the transfer
of agricultural water supplies from the Ft. Lyon Canal Co. to
alternative uses. The (Board) is hereby authorized to expend
not more than $100,000 from the (Board) construction fund for
the purposes of performing the study and preparation of a
report thereon."

Desian of Study:

Based on the language of SB92-87 and the Board's discussion of
issues surrounding the Colorado Water Supply Co. offer a study
outline was developed by the staff. The study outline included the
following major elements:

. Summary of general issues in rural to urban water transfers
. Evaluate demand for Ft. Lyon Canal Co. water
. Description of Ft. Lyon Canal Co. system
. Description of Ft. Lyon service area
. Description and evaluation of transfer alternatives
. Analysis and conceptual design
. summary and conclusion/Final Report
