It <br /> <br /> <br />follows on the heels of a January action by the same district in <br /> <br /> <br />filing a series of district court suits for adjudication of cer- <br /> <br />tain water rights in central and western Colorado to which the <br /> <br />Central district has laid claim. <br /> <br />Hamil termed the new Central district action as "unfortu- <br /> <br />nate, corilinog .sit does during t.he.course of a constructive <br /> <br />statewide effort to determine how best to integrate the use of <br />surface and ground wate~ for the maximum benefit of all concerned." <br />He added, "Both the state and federal governments are spend- <br />ing huge sums of money to determine the extent to which an inte- <br />grated program can develop the maximum use of all waters.
