It migh~. be expectc.cl that the <br />February and April meetings would De sufficiently productive <br />to pemit submissi(,n of recommended criteria and assumptions <br />for review by the Vestern Governors at their 1966 meeting <br />(tentatively scheduled for April). <br /> <br />The July meeting is the stat8d annual meeting. It would <br />review reconunendati,ms relating t. ') deficiencies in the water <br />information and set its work proe; cam fo., 'che ensuing year. <br /> <br />The group wiL. also reconunend to the full Council on <br />November 13 that t;le headquarters '0e established initially <br />in Portland. <br /> <br />, <br />This marks wha I believe to be the most important step in <br />giv.tng meaning to the We.,tvlide Cl.evelopm8nt of the water resources of <br />the West. I am sure th2t by establishmEmt of such a council reason- <br />able men will be able t'J give guidance to long-range regional "'Iater <br />resource development p'ans that. will benefit all of the areas of <br />the West, not just the areas of water deficiencies. nor just the <br />areas that at. certain times have too much water. There is no doubt <br />that long-range regie.nal water plans can be developed benefitting <br />all and assuring the continued growth of our dynamic West. <br /> <br />From Nev2da's standpoint. if we are to continue our <br />phenomenal growth. or even grmi at all. we must have additional <br />waters either thr<.ugh large import plans or by exchange as part <br />of the ve:t:'J exciting possibility of economic saline water con- <br />version. It is r~ forecast that Southern Nevada will be hurting <br />for water to meE'C its economy by the year 1990. There is not enough <br />water in the Trllckee anti Carson ~ivers to satisfy the growing needs <br />of the Reno-Carson City area. Also. there are over a million acres <br />of land in ~ev~da which with an economic water supply can be made <br />into a highly productive agricultural enterprise. <br /> <br />Ne"lada's representatives on l:he Western States Water <br />Council conEist of Hugh Shan1berger.
