' <br /> <br />. r-. 0;; +; <br />~ <br /> <br />. <br /> <br />. <br /> <br />The first meeting of the Western States Water Council was <br />held in Lake Tahoe on August 3 of this year at which time rules of <br />organization were adopted and its officers elected. Our own <br />Governor Grant Sawyer. as present Chairman of the Western Govex:nors <br />Conference, keynoted the Lake Tahac meeting l:.y s.tating "We are <br />assembled here today to give thought and deliberation to the most <br />important aspect of the economy and gn)wth of not only the Southwest <br />but the entire Western !Jnited States---'. A great agricultural. <br />industrial, and recreational economy has been developed in our <br />Western States. <br />"Today 1.o<e stand on the threshold of an expanding economy <br />greater than could possibly have been foreseen as late as ten years <br />ago. However, you gentlemen know betier than anyone one grave <br />danger lies in the path of this expanding eC0'<10my -- water." <br /> <br />The Governor went on to say "Justifiably, those living <br />in areas of abundant water supplies lo~c with alan" upon any <br />plan of any outsider to take the waters a1.o<ay from their areas. <br />So the time has come for you as legislators, educators, lawyers, <br />engineers, geologists and econonlists in the 0usincss of water <br />conservation to conduct yourselves .3.S stateLr,mt <,:-IcJ sit down <br />around the table, work out the best p:_a.ns te, .-:\eet the needs of' <br />the entire West. not just you of the Southwest, which we have <br />heard so much about. not just you of the Northwest but the entire <br />West." <br /> <br />The Governor in speaking before this first meeting of <br />the western States Water Council touched briefly on what he con- <br />sidered the most important factors for consider.ation in any large- <br />scale water development to move large quantities of water from <br />areas of plenty to the areas of need: <br /> <br />1. A very careful projection of the needs of the arecs of <br />the Northwest. <br /> <br />2. A thorough analysis of the water resources of the North- <br />west to meet those needs and the resultant remaining <br />supplies available for export. <br /> <br />3. We must have iron-clad quarantees devised and put into <br />effect to assure that the need of the export area will <br />be fully met for all time. <br /> <br />4. The present. near future. and ultimate needs of the <br />Southwest must be considered. <br /> <br />5. At first, general plans sufficient in scope to meet <br />all the needs of all the West, then more detailed <br />plans to orderly development and use, and finally <br />best disposition of the needs of all of the West. <br /> <br />6. Perhaps the most important, continued research and <br />development of the means of <::onverti.ng sea water to <br />meet at least some of the nec,ds of the coastal areas <br />in the Southwest. <br /> <br />-1.. <br />
