<br />PURPOSE <br />--~..- <br /> <br /> <br />. ,,~! t" ,', <br />... ,,, 'J <br />-/ ' 'I \ <br />Iw ' ....- <br /> <br />.' <br /> <br />This statement comprises a reevaluation of the economic <br />justification and feasibility of the Fryingpan-Arkansas Project. It <br />incorporates significant modifications of the plan since the publi- <br />cation of House Docwnent No. 187, 83rd Congress, 1st Session--the <br />original feasibility report on the project. A number of minor modi- <br />fications in plan were reported and explained during the course of <br />hearings to authorize the project before Irrigation and Reclamation <br />Subconunittees of the Senate and House Interior and Insular Affairs <br />Committees in the 83rd, 84th, and 85th Congresses. <br /> <br />This statement includes results from extension of hydro- <br />logic studies to more recent years, introduces revised acreage data <br />occasioned by the formal organization of the Southeastern Colorado <br />Water Conservancy District, reflects adjusted cost estimates indexed <br />to October 1958 prices, and applies current procedures with respect <br />to power marketing and benefit evaluation. Analyses contained in the <br />statement also are consistent with findings and data included in the <br />Report on Ruedi Dam and Reservoir, Colorado, which supplements <br />House Document No. 187. <br /> <br />REVIEW OF PROJECT PLAN <br /> <br />Modifications <br /> <br />The only major modification in the plan of development for <br />the Fryingpan-Arkansas Project is the substitution of Ruedi Dam and <br />Reservoir for Aspen Dam and Reservoir. This substitution necessitated <br />revision of the operating principles for the project. Those revised <br />principles and full analysis and evaluation of Ruedi Dam and Reservoir <br />and its effects on the Fryingpan-Arkansas Project are contained in <br />the report on that feature. <br /> <br />Other less significant modifications involved the follow- <br />ing, replanning municipal water delivery facilities to meet <br />increased requirements of Colorado Springs; the addition of check <br />structures with heating elements and increased forebay and afterbay <br />facilities in the power canals to permit more flexible year around <br />operations and maximum production of firm energy; addition of <br />siphone and culverts to handle cross drainage along power canals; <br />substitution of some tunnels for open canals in the western slope <br />collection system; deletion of the Pueblo water treatment plant and <br />the Colorado Springs substation from the original plan as similar <br />
