MISSION

To provide ambient air quality in Colorado that fosters and prollOtes the health, welfare, convenience and cmafort. of the citizens ox Colorado
and which facillitates the enjoyment of the states scenic and natural resources.

II. PROBLEM STATEMENT

It must be emphasized that many activities that man engages in serve to pollute the atlROsphere. It is generally agreed that there are five
major source categories of man-generated air pollutants. 'lbese include; transportation-~ fuel combustion fro. stationary 8ources~ industrial
processes, waste disposal~ and other miscellaneous source categories. The a.ouats and kinds of emissions from each of these activities are tbe
details that are of concern here. For purposes of organizational and progra. eifectiveness we will use two source categories of air
contaminants. These are mobile and statioanry sources. A further description of the processes and industries which g1.ve rise to these
pollutants will be discussed in the state-of-the-art section of this workplan.

1-rotor ,vehicles are the source of several ambient a'ir pollutants.- Vehicles 'are the- direct source of carbon llloDox1de~ nitrogen oxides, sulfur
oxides~ and particulates. They emit hydrocarbons which, along with orldes of nlt_rogen~ are precursors to the formation of ozone. 'Jhe sulfur
oxides along with the nitrogen oxides act to fora acid particulates which contr1bute to the na'tfonal acid deposition problem. Finally~ solling;
from particulates and reduced visibility~ and odors are all part of the overall pollution problem.

Stationary sources emit a broad spectrum of pollutants iota the ambieot air. There are a variety of sources which produce emissions of carbon
-monoxide~ part1culates~ hydrocarbons (which are precursors to the formatioli of ozone>., odors~ lead, sulfur dlorlde~ oxides of nitrogen and
hazardous and toxic substances. 'Ibese emissions affect both -the health and welfare of the citizens of Colorado.

Table II 1 through 6 Is a summary of the effects of these various pollutants emitted froll both stationary and mobile sources. Table 11-] 1s a
summary of the incidence of areas violating national ambient air standards.

-18-

-

-

-

...

-

-

-

..

-

-

-

-

-

-

..

..

-

..

...
