Appendix B for additional discussion on the development of these factors. Appendix B
contains figures showing historic return flows as a percent of historical diversions and the
derivation of the relationships suggested below.

3, The total return flow obligations during November through March each year will equal
68 af, This amount will be delivered to the stream system, at times and amounts as
directed by the Division Engineer or his staff with no more than 20 af being delivered in
any given month,

4, Return flow obligations as detennined either by paragraphs 2 and 3 will be paid back
from the following sources or other sources available to Lakewood in the future. The
sources used will depend on the location and amount demanded by the calling water right.

Water derived through exercise of a contract for consumable effluent produced by Denver
Water Department and delivered at the Bi-City Treatment Plant or Metro Treatment Plant.
The current contract allows for use of up to 500 acre-feet annually.

Non-Tributarv ground water from the Laramie-Fox Hills and Arapahoe aquifers below the
City of Lakewood, as adjudicated to Lakewood in Case No. 79CW368 by decrees dated
October 1, 1987 and December 1, 1989,

Release of Diversions made by the subject water rights back to the stream system will be
accomplished either at the ditch headgate or at the outlet works of the pumping forebay.

Water released from Ouaintance Reservoir in the vicinity of the golf course through a
contract with Bear Creek Development Corporation. A proposed contract allows the use
of 83 acre-feet of consumptive use water annually, as derived from Warrior Ditch rights
changed in Case No. 81-CW-104.

Water derived through exercise of Lakewood's 1990 Appropriation of 5 cfs.
