<br />Each April, following receipt of projected hydrologic data from the National Weather Service <br /> <br /> <br />(NWS), the coordinating committee will determine if the predicted peak flow in the coming <br /> <br />runoff season will be within the range of flows (12,900 cfs to 30,000 cfs) in which coordination <br /> <br /> <br />of reservoir operations could contribute to peak enhancement and improved conditions for <br /> <br />endangered fish. In years that peaks could be enhanced the participating entities will continue <br /> <br /> <br />the process of coordination as follows: <br /> <br />2. Development of Initial Annual Operating Plans <br /> <br /> <br />Once the estimated discharge and period of peak flow is determined by the coordinating <br /> <br /> <br />committee on the basis ofNWS projections, participating reservoir operators will develop two <br /> <br />Annual Operating Plans (AOPs) for their facilities, The first plan would project reservoir <br /> <br /> <br />operations with no consideration for peak flow enhancement (Conventional AOP), The second <br /> <br /> <br />would give consideration to enhancing spring peak flows (Enhanced AOP). The Conventional <br /> <br /> <br />AOPs will be based on the operational parameters historically used in determining reservoir <br /> <br /> <br />operations for each participating facility, The Enhanced AOPs will give consideration to peak <br /> <br /> <br />flow enhancement at the Cameo gage as well as historic operational parameters, A meeting of <br /> <br /> <br />the Coordinating Committee will be convened in mid April to present, review, discuss and <br /> <br /> <br />modifY the operating plans as necessary. <br /> <br />3. Public Presentation of Initial Operating Plans <br /> <br /> <br />At the end of April of each year the Coordinating Committee will conduct public meeting(s) to <br /> <br /> <br />present the proposed operating plans to interested members of the public, Comments and <br /> <br /> <br />concerns will be solicited and recorded at the meetings. A mailing list will be compiled and a <br /> <br /> <br />meeting record distributed to all interested parties. <br /> <br />During runoff, individual reservoir operators will modifY the operating plans based upon revised <br /> <br /> <br />hydrologic projections and concerns expressed, It will be stressed that the AOP's are based on <br /> <br /> <br />the best available hydrologic data, but that changing runoff conditions and project demands will <br /> <br /> <br />be primary in determining actual reservoir operations, <br />
