Diverters in this reach rely on Stateline flows; below <br />Garden City, in state accretions provide supply. Extensive groundwater use in <br />reach. Approx. 53,000 irrigated acres in reach. Compact issues and potential <br />stateline water quality standards problems. <br /> <br />F. Federal Projects in Basin <br /> <br />1. Fryingpan - Arkansas Project (Fry-Ark) <br />o built by USBR for SECWCD, authorized 1962 completed 1980. <br />o flood control component managed by USACE <br />o transmountain diversions (max 69,000 AF /yr) from Roaring Fork River <br />system, initially stored at Turquoise Lake near Leadville <br />o Principal structure: Pueblo Reservoir: <br />- 230,000 Ai of conservation storage J !:"',J ( ~ 5:>7 10!) -+f j <br />additional flood storage capacities ( -P;t'. It 1"1, VJ"] I <br />permanent pool of 26,000 AF <br />- appropriation date of 1939 for native waters (can only use if JMR <br />spilling) <br />- began storage on 1/9/74, dam completed 8/75 <br />o Provides supplemental water between Buena Vista and Lamar, approx. <br />268,000 irrigated acres. <br />o has hydro-power facilities on headwaters structures. <br /> <br />2. Trinidad Project <br />o built by USACE as flood control project with conservation component <br />managed by USBR and contracted to PRWCD for repayment <br />o authorized 1958, completed 8/19/1977 <br />o 1908 Model Reservoir Storage right transferred to Trinidad Reservoir <br />o has 1950 priority for native storage in joint use pool <br />o injury to other water rights, including JMR, to be prevented by maintenance <br />of pre-project flows at Thatcher gage 50 miles below dam. <br />o 11 Ditch companies subordinated their priorities while taking stored water, <br />when reservoir empty revert to priority system. Irrigated acres limited to <br />19,700 acres below these ditches. <br />o Space Allocation as initially authorized: <br />- flood control = 51,000 AF <br />, conservation - 20,000 AF <br />- joint use (silt & irr.) = 39,000 AF <br />permanent pool - 4500 AF <br />o Survey bust, recently discovered, results in more storage existing behind dam <br />than originally authorized and allocated USBR & USACE attempting to <br />find users for space. <br />o average flow above Reservoir (Madrid) 1972-90 = 48,540 AF /yr <br /> <br />3 <br />
