o irrigated acres = 36,000
o average flow (1923-31 & 1949-76) = 84,000 AF/yr (pre-Trinidad Res.)
(78-90) = 49,000 AF /yr

2. Issues
o permanent pool: need firm' supply, City of Trinidad contract; - possible
expansion of permanent pool
o Model decree transfer to Trinidad Lake and "rollover" into joint use pool
o Reallocation of new space found after correction of survey errors
o acreage limitation for participating ditches

. D. Lower Arkansas River: JMR to stateline, approx. 50 mile reach

1. Characteristics
o Water District 67
o drainage area in reach = 7700 sq. mi.
o irrigated acres - 52,000
o average stateline flow (1951-1990) = 146,300 AF /yr
o Frontier Canal diversions, a Kansas canal with headgate in Colorado, not
included in above flow.
o major diversions: Amity Canal, Las Animas Canal

2. Issues
o Channel capacity
- flood potentials at high releases from JMR
- high transit loss in degraded channel
o Water quality problem: salinity & selenium
o Keesee transfer require ARCA approval
o Dist. 67 water users often see issues the same as Kansas
o JMR permanent pool - need dependable source of supply to offset
evaporation
o State Park proposals - JMR or Great Plains Reservoir
