Operating Plan Adopted by ARCA resolution 1980 (revised 1981 and 1984). <br /> <br />1. Created in response to inefficient release of storage water required under compact: <br />As soon as one state started taking storage water the other had to also demand <br />release since storage contents weren't allocated only. the release rate. Resulted in <br />a race to evacuate the conservation pool rather than save it for late season needs. <br /> <br />2. Preserves basic 60/40 split of JMR storage but sets up accounts where water can <br />be retained until actually needed. <br /> <br />3. Procedure <br />a. November 1 to March 31 all normal inflows to JMR are stored as compact <br />storage. No by passing of 100 cfs to Colorado. <br />b. Other inflows to JMR during this period are separately accounted for. These <br />other inflows represent pre-compact Colorado rights that were traditionally <br />diverted and/or stored elsewhere, but have been changed to. use JMR as <br />alternate place of storage. (Ft. Lyon, Amity, Las Animas Consolidated). <br />c. Only significant storm events result in storable inflows to JMR during April 1 <br />to October 31 (runoff to exceed irrigation demand in Dist67 by 1000 AF). <br />d. On April 1, compact storage is released on paper into the separate accounts, <br />60% to Colorado ditches (each Colo. Ditch in District 67 has a separate sub <br />account) and 40% to the Kansas account. The release is made at the compact <br />specified rate of 1250 cfs. While this paper release is occurring, no calls placed <br />above JMR. <br />e. Water released from accounts upon demand of owner at anytime, any rate. <br />f. no deficit allowed in accounts. <br />g. Kansas releases measured at stateline, Colorado responsibility to shepherd <br />releases, easier to do with transit loss account now available. <br /> <br />4.
