CD
l. ..,
C'?

NATIONAL PARK SERVICE REPORT

Introduction

Authority

A request for a review of recreational values potentially inherent
in the proposed Rifle Gap Reservoir, a part of the Silt Reclamation
project, was included, among other projects, in the letter of January 21,
1947, addressed to the Regional Director, Region Three, National Park
Service, by the Regional Director, Region 4, Bureau of Reclamation.

This cooperation regarding recreational phases of reclamation proj-
ect developments is in accordance with current inter-bureau cooperative
procedures relating to the river basin study program, and specifically
with arrangements between the Regions of the respective bureaus concerned.

Purpose

The purpose of this report is to review an earlier appraisal of
recreational values made in 1945, and predicated upon a preliminary
field reconnaissance made by representatives of the National Park Service.
For present Bureau of Reclamation requirements, it has been deemed desira-
ble to include in this revised report broad estimates of such recreational
developments as are believed warranted, and to express the appraised value
of recreational and related benefits in monetary terms, both based on
1947 indices as far as practicable.

Summary

Findings, Conclusions. and Recommendations

It is found that the Rifle Gap Reservoir, as planned for development
and operation by the sponsor, will create limited recreational values which
may, at most, prove to be locally significant. These values will be
created where none presently exist.

It is concluded that the reservoir will offer opportunities primarily
for day-use forms of recreation and that tourist appeal will be negligible.
Day-use would consist primarily of fishing, with some related boating,
picnicking, and possibly limited camping.

It is estimated that the cost of recreational facilities necessary
to accommodate and encourage anticipated use would be approximately
