PROVISION FOR REVIEWING <br />AND REVISING STANDARDS <br /> <br />The Forum, in its statement of "Principles and <br />Assumptions for Development of Colorado River Salinity <br />Standards and Implementation Plan," approved by the Forum <br />on September 20, 1974, included Principle 7 as follows: <br /> <br />"7. The plan of implementation shall be reviewed and <br />modified as appropriate from time to time, but at least <br />once each 3 years. At the same time, the (numeric) <br />standards, as required by Section 303(c) (I) of P.L. <br />92-500 shall be reviewed for the purpose of modifying <br />and adopting standards consistent with the plan so that <br />the Basin States may continue to develop their <br />compact-apportioned waters while providing the best <br />practicable water quality in the Colorado River Basin." <br /> <br />The Foru~ took this position because the Colorado River <br />Basin is a large and complex area with many problems. A <br />wide range of research, technical studies, and actions are <br />underway and much knowledge is yet to be gained. Usable <br />procedures for reducing the volume of saline irrigation <br />return flows have been developed and the USDA has initiated <br />its newly authorized voluntary cost-share program with <br />individual farmers, irrigation districts, and canal <br />companies to improve ohfarm water management practices and <br />local ~ater delivery systems. <br />The permanent Work Group keeps current with salinity <br />control efforts and suggests revisions. The Work Group <br />operates under a schedule which enables the states to take <br />action on any potential revision by the required revision <br />date. <br /> <br />- <br /> <br />-75- <br /> <br />;'i __, <br />
