<br />~~, <br />rJ) <br />eN <br />l'\) <br /> <br />Jdentifying and Evaluating Progress in the <br />Salinity Control Program <br /> <br /> <br />Progress in the salinity control program will be <br />monitored and evaluated on a continuing basis. Changes in <br />the plan of implementation will be considered with each <br />3-year review, or more often as appropriate. Annually, the <br />states, acting through the Forum, will prepare a report <br />which summarizes pertinent results and progress of the <br />salinity control program and the effect of other actions in <br />the Basin having influence on salinity. The report will be <br />transmi tted t,o the EPA and to state water reaources and <br />pollution control agencies, and will be made available to <br />others interested in the salinity control program. <br />Baseline salinity values have been developed for 13 <br />points on the main stem of the Colorado River and major <br />tributaries other than the three main stem locations for <br />which numeri~'criteria for salinity have been established. <br />The determln~tion of'these b~selin~ values, or ranges of <br />value~, is ba~ed on historic flow and quality data modified <br />to the 1972 level of development. A more complete <br />e~pla~ation of the computation of the baseline values and a <br />list of locations is given in the 1981 Review. <br /> <br />Standard~ Review Procedures <br /> <br />Prior to state a~tion on the review of the numeric <br />criteria and plan of implementation, public review and <br />discussion will be sought through public meetings. The <br />Forum will hold two regional meeting~ in the Basin to <br />describe the Basinwide nature of the salinity problem and <br />the control program and to solicit views from interested <br />agencie~, groups, and individuals. <br />In accordance with provisions of the Clean Water Act, <br />each of the Basin states plans to review its salinity <br />standards for the Colorado River within its boundaries, and <br />transmit the results of that effort to the EPA in early <br />1988. It should be noted that there is no recommendation <br />for change in the numeric criteria for salinity at the <br />three lower main stem stations. Action by each state will <br />be accomplished according to the required procedures of <br />each state and the Water Quality Standards Regulation (40 <br />CFR Part 131). <br /> <br />-74- <br />
