<br />w, <br />0) <br />,.... <br />l\;I. <br /> <br />.- _<t. ,,, <br /> <br />The state is coordinating Reclamation activities with <br />the Nevada Power Company in an effort to use saline water <br />from the Virgin River for cooling ~he proposed Harry Allen <br />powerplant. <br /> <br /> <br />New Mexico <br /> <br />NPDES Permits <br />Authority for issuing permits has not been delegated <br />to the State, and the program is being administered by EPA, <br />Region VI. EPA is following the Forum policy in the <br />administration of the permit program. In the Colorado <br />River Basin within the state, the following industrial <br />permits have been issued: electric power - 3; coal mines _ <br />7; uranium mines - 4; and .ravel plants - 3. In addition, <br />permits have been issued for Navajo Dam including water, <br />sewer, and utility lines and for construction of a <br />hydroelectric,power plant at Navajo Dam. Only two of the <br />uranium mine~ and four of the coal mines are currently <br />operating. All new or renewed discharge permits contain <br />language requiring the permittee to obtain samples in <br />accordance with Forum policy regarding salt discharge. EPA <br />has getermined that discharges oovered by the uranium mine <br />permits will contribute less than 350 tons of salt per <br />year. <br />Municipal discharge permits have been issued for three <br />major and two minor sewage treatment plants, one water <br />treatment plant, and 12 small domestic sewage systems, one <br />of which is under an administrative continuation. Forum <br />policy is followed in the issuance of new or reissued <br />permits. <br />Water Qualitv Mana~ement Planning <br />Major elements of the State of New Mexico Water <br />Quality Management Plan that have applicability to the <br />Colorado River Basin are sediment control, silviculture, <br />and irrigated agriculture. The New Mexico Water Quality <br />Control Commission is responsible for plan adoption in New <br />Mexico. The initial plan was adopted for two parts in <br />October 1978 and May 1979. The plan has been updated six <br />times since, most recently in 1985. The importance of <br />working cooperatively with the Forum is recognized in the <br />pJan. <br />The plan covers the entire state except for that <br />portion of the Navajo Reservation lying within the state. <br />Planning within the Reservation is the responsibility of <br />the Navajo Tribe. Much of the Colorado River Basin in New <br />Mexioo is within the Reservation. <br />The State of New Mexico Water Quality Management Plan <br />encourages the voluntary use of best mans.ement practices <br />(BMPs) to control or reduce non-point sources of <br />pollution. The plan designates ,the San Juan River Basin in <br />New Mexico as one of the four priority basins for <br />implementation of BMPs for sediment control. <br /> <br />-54- <br /> <br />, .
