<br /> <br />In the past, the Nevada Power Company (Company) <br />discharged brackish cooling water from both the Clark and <br />W Sunrise Power Plants into Las Vegas Wash. Permits now <br />OJ prohibit such discharges and the Company treats and <br />r~ recycles water for further cooling before, final disposition <br />~ in lined evaporation ponds. The new recycling process has <br />reduced oooling water requirements by about 75 peroent. <br />The City of Las Vegas and the Clark County Sanitation <br />District (CCSD) Secondary Treatment Plants and the CCSD <br />Advanoed Wastewater Treatment Plant are the only munioipal <br />dischargers into Las Vegas Wash. <br />The City of Henderson, acting independently of the <br />other municipalities contributing effluent to the Las Vegas <br />Wash, has changed its secondary plant discharges to rapid <br />infiltration basins and subsequent reuse and has been <br />issued a groundwater discharge permit. This will enable <br />Henderson to' discharge excess treated effluent from their <br />new 6.4 MGD aeration treatment plant in an acceptable <br />manner. Treated effluent will be reused on several local <br />projects, including parks, cemeteries, a golf course and a <br />green belt along the Boulder Highway. Nevada is continuing <br />to apply the policies adopted by the Forum. <br />Water Quality Management Planing <br />A Section 208 Plan for Clark County was completed by <br />the Clark County Depar'otment of Comprehensive Planning in <br />February 1980. It was approved by EPA in October, 1981. <br />The Clark County Commissioners approved an alternative to <br />the plan in August 1985 which involved construction of <br />primary treatment facilities to handle part of the sewage <br />from the City of Las Vegas, North Las Vegas and that from <br />the County service area. The sewage would then be <br />delivered for further treatment to the Advanced Wastewater <br />Treatment Plant. <br />In December 1985, Clark County, and later the State <br />Division of Environmental Protection, approved optional <br />plans for the City of Las Vegas to enlarge its secondary <br />treatment plant. EPA rejected the proposal because of <br />inconsistencies in the Water Quality Management Plan, and <br />negotiations by the parties are now underway to resolve the <br />i$,s.ue. <br />Other Activities <br />A program has been developed by Clark County <br />Sanitation District No.1, Las Vegas, and North Las Vegas <br />to coordinate, investigate, and encourage the <br />implementation of management practices resulting in <br />reduction of wastewater salinity. The principal emphasis <br />of this program will be directed toward salinity control to <br />meet the requirements of the NPDES permits issued to Clark <br />County and the City of Las Vegas. <br /> <br />- 53- <br />
