<br />o::l" <br />..-4 <br />M <br />o <br />:, <br /> <br />CHAPTER VI <br /> <br />PLAN FORMULATION <br /> <br />I~"-' , <br />-' <br /> <br />Three points emphasized in the authorizing legislation for the Grand <br /> <br />Valley Unit in Section 202 of Public Law 93-320 were important considera- <br /> <br />tions in Stage Two planning and are listed below. <br /> <br />1. Measures are to include lining of canals and laterals. <br /> <br />2. The canals and laterals are to be consolidated into fewer <br />and more efficient facilities, where possible. <br /> <br />3. <br /> <br />The Secretary, prior <br />enter into operation <br />cies or individuals <br />the canal and lateral <br /> <br />to initiation of construction, shall <br />and maintenance contracts with agen- <br />owning, operating, and maintaining <br />systems. <br /> <br />As noted in Chapter II, most of the laterals in the Grand Valley are <br /> <br />privately owned. <br /> <br />To meet stipulations of Public Law 93-320 and to <br /> <br />establish the groundwork for operation and maintenance agreements, water <br /> <br />users along laterals would need to be organized into groups. Reclamation <br /> <br />began formal organization efforts in June 1982 with the assistance of a <br /> <br />Colorado Extension Service representative. <br /> <br />Alternative Plans <br /> <br />Although not authorized for construction under Public Law 93-320, <br /> <br />salinity control measures other than lining were investigated in Stage <br /> <br />Two studies leading to consideration of a variety of conceptual methods <br /> <br />for salinity control. <br /> <br />The wide range of general salinity control meas- <br /> <br />urea included various conveyance system seepage reduction methods, canal <br /> <br />systems combining, collection, disposal, and industrial use of saline <br /> <br />water. <br /> <br />These concepts were screened with emphasis on technical and <br /> <br />economic considerations and recommendations of the Grand Valley Salinity <br /> <br />Coordinating Committee and the water users. After the initial screening, <br /> <br />only conveyance systems seepage reduction and canal system combining <br /> <br />measures remained. <br /> <br />61 <br />
