<br />~ <br /> <br />c <br /> <br />C\? <br />o <br />--:! <br /> <br />CHAPTER V <br /> <br />STAGE TWO PLAN OF DEVELOPMENT <br /> <br />'-, <br />'......... <br /> <br />The primary environmental effect of the Stage Two plan of develop- <br /> <br />ment would be a reduction of salt loading to the Colorado system, which <br /> <br />would help maintain water quality for downstream water users as well as <br /> <br />provide more efficient irrigation systems in the Grand Valley. A long- <br /> <br />term reduction in wetlands supported by canal and lateral seepage would <br /> <br />also occur. <br /> <br />In addition, a major reduction in trees along canals and <br /> <br />laterals would result. <br /> <br />The Fish and Wildlife Service will prepare a Fish and wildlife <br /> <br />Service Coordination Act Report and a Biological Opinion on Stage Two. <br /> <br />Concerns expressed to date include loss of habitat and hazards to mule <br /> <br />deer as a result of canal lining. <br /> <br />Losses of seepage-supported wetlands <br /> <br />would occur, edge vegetation along ditches would be reduced, and lands <br /> <br />would be cleared for construction material sites, cross-drainage facili- <br /> <br />ties, and structure replacement. <br /> <br />The salinity control plans being con- <br /> <br />sidered for Stage Two are acceptable to the Service provided that a plan <br /> <br />can be approved to mitigate losses. These measures have not been imple- <br /> <br />mented because wildlife funding for the Grand Valley Unit has not been <br /> <br />authorized by Congress nor has legislation been enacted to mitigate for <br /> <br />wildlife losses. <br /> <br />Stage Two development would not cause additional Colo- <br /> <br />rado River depletions which could affect endangered fish species. Also, <br /> <br />critical habitat for terrestrial threatened or endangered species is not <br /> <br />expected. <br /> <br />Stage Two would, therefore, be in compliance with the Endan- <br /> <br />gered Species Act. <br /> <br />Cultural resources are currently being inventoried in the unit area. <br /> <br />Li terature reviews have been completed and these indicate that known <br /> <br />sites on the National Register of Historic Places would not be affected. <br /> <br />56 <br />
