These two lateral systems were selected for initial data gathering and construction because they include private and Federal, large and small, and rural and residential systems and together are represent- ative of all Grand Valley Unit lateral systems. It was assumed that by collecting and analyzing specification design data on these two systems early in the preconstruct ion period, a preconstruct ion cost estimate could be prepared for the entire Stage Two development. The general expense at tributable to Stage Two was determined by outlining Stage One costs and general expense for canal and lateral improvement, the debris removal structure, land acquisition, permanent operating facilities, irrigation management services, and wildlife measures. The Stage One cost is reported on line 15 of the development program while the general expense for Stage Two was prorated through its features. Environment Considerations A Final Environmental Statement containing preliminary environmental information and cumulative impacts for the original units in Title II of the Salinity Control Act (including the Grand Valley Unit) was filed ,n May 1977. In December 1977, an environmental assessment was prepared on the Grand Valley Unit and a Negative Determination of Environmental Impact was subsequently prepared on Stage One. This Negative Determina- tion included a commitment to complete a final environmental statement on the entire unit prior to initiation of Stage Two construction. The Final Environmental Statement is scheduled to be filed in January 1986. 55
