<br />co <br />c..J <br />M <br />Ci <br /> <br />CHAPTER V <br /> <br />STAGE TWO PLAN OF DEVELOPMENT <br /> <br />~--.\ <br /> <br />-' <br /> <br />are scheduled for lining at the same time as the west end laterals. <br /> <br />These two lateral systems were selected for initial data gathering <br /> <br />and construction because they include private and Federal, large and <br /> <br />small, and rural and residential systems and together are represent- <br /> <br />ative of all Grand Valley Unit lateral systems. <br /> <br />It was assumed that <br /> <br />by collecting and analyzing specification design data on these two <br /> <br />systems early in the preconstruct ion period, a preconstruct ion cost <br /> <br />estimate could be prepared for the entire Stage Two development. <br /> <br />The general expense at tributable to Stage Two was determined by <br /> <br />outlining Stage One costs and general expense for canal and lateral <br /> <br />improvement, the debris removal structure, land acquisition, permanent <br /> <br />operating facilities, irrigation management services, and wildlife <br /> <br />measures. <br /> <br />The Stage One cost is reported on line 15 of the development <br /> <br />program while the general expense for Stage Two was prorated through its <br /> <br />features. <br /> <br />Environment Considerations <br /> <br />A Final Environmental Statement containing preliminary environmental <br /> <br />information and cumulative impacts for the original units in Title II of <br /> <br />the Salinity Control Act (including the Grand Valley Unit) was filed ,n <br /> <br />May 1977. <br /> <br />In December 1977, an environmental assessment was prepared on <br /> <br />the Grand Valley Unit and a Negative Determination of Environmental <br /> <br />Impact was subsequently prepared on Stage One. This Negative Determina- <br /> <br />tion included a commitment to complete a final environmental statement on <br /> <br />the entire unit prior to initiation of Stage Two construction. The Final <br /> <br />Environmental Statement is scheduled to be filed in January 1986. <br /> <br />55 <br />
