<br />o <br />c.;; <br />C'? <br />o <br /> <br />CHAPTER V <br /> <br />STAGE TWO PLAN OF DEVELOPMENT <br /> <br />A contract between the United States and the Colorado Division of <br /> <br />Wildlife would be necessary to ensure administration and maintenance of <br /> <br />wildlife areas and related features by that agency. <br /> <br />Public lands required for material source areas and cross-drainage <br /> <br />facilities would have to be withdrawn, and private lands required for <br /> <br />canal cross-drainage facilities would need to be acquired. <br /> <br />Relocation of Property of Others <br /> <br />No major relocation would be required for Stage Two construction. <br /> <br />Precautions would be taken during construction to minimize disturbance of <br /> <br />existing utilities and watercourses. <br /> <br />Government Highline Canal bridges <br /> <br />as well as lateral road crossings would be replaced if necessary; how- <br /> <br />ever, roadways across both the canal and laterals would remain passable <br /> <br />during the construction period. No structure upgrading is planned. All <br /> <br />fencing removed for construction purposes would be restored. <br /> <br />Estimated Costs <br /> <br />Construction costs <br /> <br />Construction costs for the Stage Two plan of development are esti- <br /> <br />mated at $l40,710,000 based on January 1983 prices. <br /> <br />The cost:; include <br /> <br />$134,050,000 for water systems improvement, $6,480,000 for wildlife <br /> <br />measures. $275,000 for invest igations prior to authorizat ion, $225,000 <br /> <br />for irrigat ion management services, and -$320,000 for depreci.at ion of <br /> <br />service facilities and permanent property. Costs by feature are shown in <br /> <br />Table 7 and also on the project cost estimate summary on page 49. <br /> <br />Interest during construction (IDC) is charged on the construction <br /> <br />expenditures and was rendered a nonreimbursable cost by Public Law <br /> <br />47 <br />
