It appears, therefore, that <br />a pumped-storage project in the study area may be financially feasible and <br />could possibly serve as a financing mechanism for implementation of an <br />':~ in-basin water resource development plan, <br />.... <br />l ') <br /> <br />e-" <br />N <br /> <br />WATER SALES AS A POTENTIAL FINANCING MECHANISM <br /> <br />The possibility of exporting water from the study area to the front range <br />was investigated as a potential financing mechanism for an in-basin <br />development plan. The investigation identified. three previously proposed <br />projects which would divert water to either the Arkansas River basin or the <br />South Platte River basin. These projects are: <br /> <br />o the Collegiate Range Project as proposed by the.City of Aurora; <br />o the Union Park Project as proposed by Arapahoe county; and <br />o the Central Colorado Project as evaluated by the Central Colorado <br />Water Conservancy District. <br /> <br />In addition, a new concept of diverting Upper Taylor River waters from <br />the exi sUng Taylor Park Reservoi r to either the Arkansas or South Platte <br />basins was developed (Taylor Park Project), <br /> <br />The project configuration and yield determined by the developers of the <br />proposed Collegiate Range and Union Park Projects were accepted for. the <br />purpose of compari son. The Central Colorado Project ori gi na lly envi si oned <br />exporting 600,000 af from the Gunnison Basin which was determined by this <br />study to be impractical, Furthermore, the project was originally defined to <br />deliver the majority of its yield to the South Platte Basin which was <br />determined to be economically infeasible at the lower yields determined in <br />this study. As configured in this study, the Central Colorado Project would <br />export only uncommitted Blue Mesa Reservoir water (up to 180,000 af) to the <br />Arkansas River. <br /> <br />A detailed yield analysis of the Taylor Park Project was carried out <br />us i ng vari ous assumpt ions regardi ng water rights, i nstream flow requi rements <br /> <br />S-6 <br />
