It can also be constructed in stages .with only one <br />storage reservoir in phase one (this, of course, is the second ranked plan, <br />Alternative No.6). Alternative 5 can also also be staged in a variety of <br />other ways; for example, the recreat i on components coul d be phase one, one <br />reservoir could be phase two, and the second reservoir could comprise the last <br />stage. The primary reason that A lternat i ves 5 and 6 were ranked ahead of <br />Alternative No. 1 is because Alternative 1 is a single purp.ose plan and <br />therefore does not meet as many target objectives nor does it provide the <br />range of potential benefits that can be provided by Alternatives 5 and 6. <br /> <br />PUMPED-STORAGE AS A POTENTIAL FINANCING MECHANISM <br /> <br />A preliminary evaluation of the basin topography concluded that a large <br />number of potential pumped-storage sites exist in the study area. These sites <br />were screened on the basis of the ratio of water conductor length to gross <br />head which is an indicator of a potential project's economic attractiveness. <br />Two projects; the 720 MW Needl e Poi nt No. 3 and 1000 MW Rocky Poi nt No. 2 <br />projects were selected as attractive sites and were evaluated in greater <br />detai 1. Pre 1 imi nary engi neeri ng 1 ayouts were prepared and cost est i mates <br />deve loped for the two projects. These est imates i ndi cate that the Needl e <br />Point pl'oject could be developed for a cost of about $900/KW and that Rocky <br />Point would be about $1025/KW (based on total investment cost). Prel iminary <br />results of a peaking power study which is presently being prepared for the <br />Authori ty i ndi cates that a pumped- storage project that can be constructed for <br /> <br />S-5 <br />
