<br />002271 <br /> <br />. <br /> <br />. <br /> <br />Lower Colorado Water Supplv Proiect <br /> <br />As you recall, the Lower Colorado Water Supply Project was authorized by the Congress in <br />1986 to provide 10,000 acre-feet of water per year, on an exchange basis, to Colorado River <br />mainstream non-agricultural users in California who either did not have existing rights or had <br />insufficient rights to satisi)' their water supply needs. The Colorado River Board has been charged <br />with the responsibility of establishing a "priority list" of users who would be eligible to receive water <br />from this Project. Included in the Board folder is a copy of a letter from Reclamation infonning me <br />that Mr. Steven Clapp and Mr, William Clapp would like to be placed on the priority list for Project <br />water. <br /> <br />In order for the Board to fulfill its role, Reclamation needs to complete its identification of <br />the "accounting surface" which was begun in late 1989. On October 7,1998, the Board wrote a <br />letter to Reclamation expressing its concern with the length of time it is taking Reclamation to <br />complete its task. To date, the Board has not received a reply to its letter. <br /> <br />Glen Canvon Adaptive MlUIlII!ement <br /> <br />The Glen Canyon Adaptive Management Workgroup (AMWG) will be meeting in Phoenix, <br />Arizona, on January 12-13, 1999. A copy of the meeting agenda is included in the Board folder. <br />At the December Board meeting, Mr. Worthley reported that there appears to be a basic policy <br />difference between members of the Technical Workgroup and the AMWG. It is because of the <br />difference, that adoption of both the FY 2000-2004 Strategic Plan and the FY 2000 Annual Budget <br />have been deferred until the July AMWG meeting. At its meeting on January 12,1999, the AMWG <br />is expected to provide guidance and clarification on the Adaptive Management Program in order to <br />assure that it is consistent with the Grand Canyon Protection Act, the Environmental Impact <br />Statement, and the Record of Decision regarding operation of Glen Canyon Dam and the role and <br />function of Reclamation and the Grand Canyon Monitoring and Research Center concerning the <br />Program. <br /> <br />WATER QUALITY <br /> <br />CRWOCB's Letter Regarding Selenium <br /> <br />Included in the Board folder, as an infonnational item, is a copy of a letter that the Board <br />received from the California Regional Water Quality Control Board requesting infonnation <br />concerning the origin of selenium in the Colorado River. Staff has not finalized the Board's <br />response, but it has detennined that the level of selenium contribution can vary from reach-to-reach <br />on the Colorado River depending on soil makeup. For example, the selenium level in the Gunnison <br />River near Grand Junction, Colorado, has been measured as high as 16 Itg/I verses the Little <br />Colorado River in Arizona at 3 ltg/I. <br /> <br />7 <br />
