<br />PROJECT MANAGEMENT/OWNERSHIP. <br /> <br />Man agemen t <br /> <br />The organization for project management during design and construction and <br />for operilrion and maintenance are viewed as open. Both Reclamation and <br />Western recognize the need for flexibility to accommodate non-Federal <br />rinancing and ownership requirements in this project. <br /> <br />Reclamation is moving toward final design data gathering and is planning to <br />prepare specification designs consistent with the construction schedule in <br />this proposal. Recl amation is also will ing to provide co'nstruction manage- <br />ment services or let those services be provided for as will best accommodate <br />the configuration of participants and financing requirements. <br /> <br />This flexibility is also reflected in Reclamation's position during opera- <br />tion and maintenance, assuming required water deliveries are made by the <br />operating entity. <br /> <br />Power schedulin billin and dis atchin of the iamond F rk r.c.e_ <br />cou e the responsibil ity of Western subject to the requirements of \lar- <br />tlcloants. Maintenance of the transmission system may be negotiable. <br />Integration of this additional resource with the established ooerational <br />procedures for CRSP and other projects woul d requi re careful cons ider ation <br />of all elements of \lower qeneration. transmission. and accounting. <br /> <br />Ownership <br /> <br />Recl amation 1 aw generally requires that title to project works remain <br />Wlth the Unlted States. However, in light of the possible financing <br />requlrements, thlS matter is being reviewed. We believe that the ultimate <br />financing str.'ctures for this project depend upon the mix of financing par- <br />ticipants; each of their needs with respect to ownership will vary with <br />their taxable status.
