<br />POWER MARKETING CONSIDERATIONS <br /> <br />Deve 1 opment of power marketi n9 cri teri a for the proposed Di amond Fork <br />System output will be based upon provisions of applicable Acts of Congress. <br />The market area for resources from the Di amond Fork Power System wi 11 be <br />determined as a direct result of expressions of interest in the project. 1f- <br />First priority will be given based on preference under the law and partici- <br />patlon in non-Federal financing. <br /> <br />The marketab le cl asses of servi ce avai 1 ab le from the Di amond Fork Power <br />System would be identified as either long-term or short-term reso~rces and <br />could include the marketing of such services as interchange, emergency <br />assistance, or maintenance services. <br /> <br />Determination of the marketable firm capacity would require adjustments <br />to the maximum available capacity to account for operating reserves. <br />possible adjustments based on variation in hydrological conditions and <br />contractual water release schedules, and reductions to account for priority <br />use loads such as irrigation pumping. <br /> <br />Determination of the marketable firm energy would require similar adjust- <br />ments to the maximum available energy generation to account for losses from <br />transmi ssi on, both deli vered and recei ved (pumpback energy), and pri ority <br />use energy requirements. Firm obligations from participants to supply <br />pumpback energy would be required and defined in the resource charac- <br />. teri sti cs. Possi b 1 e purchases by Western or others at the cost of the <br />customer could be considered as an option to each customer providing pump- <br />back energy. <br /> <br />24 <br />
