<br />Mr. MARSHALL. Perhaps one other little question might clear my
<br />mind up 11 little bit, Even though you may affect only 100,000 acre-
<br />feet of ,water from a flood-control st'andp'<iint, that still might be a
<br />favorable consideration in flood times, might it not, for the lower
<br />States?
<br />Mr. KNAPP. Oklahoma so regards the construction of the Caddoa
<br />Reservoir as favorable and not unfavorable.
<br />I have discussed that with the man who used to be the State engi-
<br />neer of Oklahoma, a Mr, Don McBride, who more recently was with
<br />the National Reclamation Service, and is now over in Senator Kerr's
<br />office.
<br />Mr. MARSHALL. Thank you.
<br />It seems to me we are a little different here than with the other
<br />rivers, Mr. Chairman, in that down toward the mDuth of the river,
<br />there is a problem of too much water rather than too little.
<br />Mr. MURDOCK. You are exactly right on that.
<br />General Kramer, we have appreciated this splendid statement. You
<br />are one of several Federal representatives who have steered these
<br />programs to a successful conclusionl and I think much credit should
<br />go to you for it. We appreciate the statement, and are glad it has
<br />been thus brought to a successful conclusion.
<br />It was the purpose of the committee today merely to hear the testi-
<br />money. We have taken note of the recommended typographical
<br />changes and will make the biJI conform at our regular meeting where
<br />we WIll take action on the bill.
<br />You said you did not speak for a]] of the agencies except in a general
<br />way.
<br />I see Mr. Will of the Bureau of .Reclamation here, and perhaps he
<br />has something to say.
<br />General KRAMER. May I clarify that statement? I represented all
<br />of the agencies in the negotiations, and I do have from them definite
<br />commitments as to their position with respect to this compact. It is
<br />my feeling, however, that was in respect to the compact in the process
<br />of negotiations. . .
<br />Now you are considering a bill as X'roposed legislation, and, in my
<br />judgment, it would be more appropl'late for the Federal agencies to
<br />testify and speak for themselves, since we are here in Washington, and
<br />they are in a position to do it. .
<br />Mr. MURDOCK. Yes. Thank you kindly, General Kramer.
<br />Mr. MARSHALL. Mr. Chairman, I might urge, since these people
<br />have done so well with the groundwork in the various States, that we
<br />in the committee ought to recognize that and expedite this bill as
<br />rapidly as possible.
<br />Mr. MURDOCK. That is a good suggestion.
<br />General KRAMER. I would like to underscore that the States should
<br />obtain the .final question of the Congress, so that the compact may
<br />become operative as early as possible. . It is true they are operating
<br />under interim agreements, but the States are anxious to get on a
<br />permanent footing.
<br />This year is the first year that the full reservoir would be available,
<br />and we do hope, at least I do hope, that Congress will act expeditiously.
<br />We were assured yesterday that the Senate would do that, and I trust
<br />the House will be able to do likewise.
