I felt it my duty to make sure in the course of these ne~otiations that the Federal agencies would not only interpose no objection, but that they would be pleased by this compact when it came before the Congress. I made sure that I would have .their blessings, in other words. And I received that blessing informally, though nonetheless officially from all the agencies before this compact was formally signed, I am happy to state, therefore, for the information of the committee that, to the best of my knowledge, and I think my knowledge is of the best in this case, there is no baSIS and will be no basis for objection by the Federal agency. I am not empowered, of course, to speak for those agencies before. the committee, but I am sure when they are called upon for their formal report upon the'pellding1egislation, that they will confirm my statement here this morning. . The obtainment of that objective is attributable to the good com- mon sense of the State commissioners, on the one haud, and the Fed- eral agencies on the other. Thisl in effect, was a compromise. The compact is essentially a compromIse anyway, and good common sense rather than legalistic quibbling governed the judgment and conclu- sions expressed in this document. I would be glad to answer any questions that remain in the minds of the committee. I would like to state formally here and now that I recommend unqualifiedly that this compact be approved. I would like to present to the committee three minor typographical corrections in the text of H. R. 4151. These are the same corrections I offered to the Senate committee. yesterday, on its companion bill. The Senate committee accepted those amendments and adopted them, and, if this committee,sees fit to do likewise with H. R. 4151, then the text of those two bills will be identical with the text of the compact as it was signed. Mr. MURDOOK. May I ask, are these typographical errors in that part of the bill which is preliminary, or are they found in the compact text! General KRAMER. They are found in the compact text and the'pur- pose of these corrections is to make that compact text in the bill iden- tical with the compact as signed. . Mr. MunnooK.
