<br /> <br />42 0 C1261 ARKANSAS RIVER COMPACT <br /> <br />to time, took account' of the positions of the Federal Government with <br />respect to this compact and, as a result of participation b,y representa- <br />tives of those departments consultations were then had with them <br />and correspondence was eXchanged'. An of the interests of the affected <br />agencies of the United States have 'been recognized and reconciled in <br />this compact. I felt it my duty to make sure in the course of these <br />ne~otiations that the Federal agencies would not only interpose no <br />objection, but that they would be pleased by this compact when it came <br />before the Congress. <br />I made sure that I would have .their blessings, in other words. And <br />I received that blessing informally, though nonetheless officially from <br />all the agencies before this compact was formally signed, I am happy <br />to state, therefore, for the information of the committee that, to the <br />best of my knowledge, and I think my knowledge is of the best in this <br />case, there is no baSIS and will be no basis for objection by the Federal <br />agency. <br />I am not empowered, of course, to speak for those agencies before. <br />the committee, but I am sure when they are called upon for their <br />formal report upon the'pellding1egislation, that they will confirm my <br />statement here this morning. . <br />The obtainment of that objective is attributable to the good com- <br />mon sense of the State commissioners, on the one haud, and the Fed- <br />eral agencies on the other. Thisl in effect, was a compromise. The <br />compact is essentially a compromIse anyway, and good common sense <br />rather than legalistic quibbling governed the judgment and conclu- <br />sions expressed in this document. <br />I would be glad to answer any questions that remain in the minds <br />of the committee. I would like to state formally here and now that <br />I recommend unqualifiedly that this compact be approved. I would <br />like to present to the committee three minor typographical corrections <br />in the text of H. R. 4151. These are the same corrections I offered to <br />the Senate committee. yesterday, on its companion bill. The Senate <br />committee accepted those amendments and adopted them, and, if this <br />committee,sees fit to do likewise with H. R. 4151, then the text of those <br />two bills will be identical with the text of the compact as it was signed. <br />Mr. MURDOOK. May I ask, are these typographical errors in that <br />part of the bill which is preliminary, or are they found in the compact <br />text! <br />General KRAMER. They are found in the compact text and the'pur- <br />pose of these corrections is to make that compact text in the bill iden- <br />tical with the compact as signed. . <br />Mr. MunnooK. You want to make it coincide with the compact as <br />signed! <br />General KRAMER. Yes, sir. <br />Mr. MURDOCK. You may proceed, then, General. <br />General KRAMER. On page 7, line .8, the word "reservoirs" should <br />be singular. Strike the letter "s." <br />On page 19, line 12, the first word "Governor" should be plural. <br />Add the letter "s" to make it."Governors." <br />On page 20, line 9, the word. "Commissioners" now capitalized <br />should be spelled with a lower case "c." <br />Mr. BARRETI" .
