<br />AN ACT Gt'antfng the cODsent of Congress to the States of Colorado and Kansas to negotiate
<br />and enter into a compact for the division of the waters- of the Arkansas River
<br />Be it enaGted by the Senate and House of Replfesentati1J6S of the Uuited States
<br />of Amm'ioa in Oongress assembled, -That consent of Congres,s is h!'lreby given to
<br />the States of Colorado and Kansas to negotiate and enter into a compact not
<br />later than January 1, 1950, providing for an equitable division and apportion~
<br />ment between the said States of the waters of the Arkansas River and all of its
<br />tributaries, upon. the -condition that one suitable person who shall be appointed
<br />by the President of the United States shall participate in said negotiations as the
<br />representative of the United States and shall nlake report to Congress of the
<br />proceedings and of any compaoCt entered into: Provided, That any su-ch compact
<br />shall not be binding or obligatory- upon any of the parties thereto unless and
<br />until the same shall have been ratified by the legislature of each of said States
<br />and approved by the Congress of the United States.
<br />SEC. 2. There is hereby authorized to be appropriated a sufficient sum to pay
<br />the salary and expenses of the representative of the United States appointed
<br />hereunder: Provided, That. such representative, if otherwise employed by the
<br />United States, while so employed shall not receive additional salary in the ap.-
<br />pointment llereunder.

<br />General KRAMER, Pursuant to the instructions of the President, my
<br />report to the Congress covering the compact negotiations was sub-
<br />mItted through the Bu~eau of the Budget to the President for trans-
<br />mittal to the Congress. That was submittted by me on April 6, 1949.
<br />At that time I furnished copies of that report to the Secretary of
<br />the Army, Secretary of the Interior, Secretary of All'riculture, and
<br />to the Chairman of the Federal Power Commission, those being the
<br />principal Federal agencies having interest in the compact, .
<br />I am not sure that that report has officially been transmitted to the
<br />Congress, . , .
<br />I have, however, furnished iuformally advance copies of that report
<br />to Senators and Congressmen from the two States and I have no
<br />objection, Mr, Chairman, if the cOIJImittee sees fit to have my report,
<br />even though it has not yet been officially transmitted, incorporated
<br />in the record of this hearmg,
<br />The Senate committee yesterday saw fit to take that action, con-
<br />sidering it to be appropriate, and I would recommend it, feeling that
<br />that delay in transmittal was purely an administrative delay, I am
<br />confident there will be no backfire on the report. '
<br />If I had any misgivings on that score, I would not want to see my
<br />report in print before it was officially submitted,
