<br />With that statement, Mr. Chairman, on behalf of the State of Colo.
<br />rado, I should like to urge that this committee recommend H. R. 4151
<br />favorably to the House of Representatives, in order that the efforts
<br />of the States to adjust their interstate water controversy may be ef.
<br />fected, and in order, if you please, that we may end this troublesome
<br />litigation, which has cost the two States much money and anXIety.
<br />The next witness will be-
<br />Mr, MURDOCK. I think you might indicate, in addition to your sto,te-
<br />ment, that all other States might do well to go and do likewise.
<br />Maybe it is too much to ask that they all do it.
<br />Mr. BTONE. I might say, Mr. Chairman, that Colorado is always
<br />anxious and desirous of getting along with her neighbors, and with
<br />the approval of this compact every major river which arises in Colo-
<br />rado has been settled by compacts except on the North Platte and
<br />Laramie Rivers, where the Supreme Court has granted a decree appor-
<br />tioning water.
<br />And when you realize that Colorado is really the roof'tree of the
<br />Nation, with rivers flowing in every direction and into many States,
<br />that we have been able to settle these controversies, you may see that
<br />we believe in this principle of the amicable adjustment, if possible,
<br />of interstate water controversies. .
<br />Mr. MURDOCK. Before the next witness is called, may I suggest to
<br />our colleague Congressman Marsalis, who is away in the back of the
<br />room, that he come up and sit with us, where he can look the witnesses
<br />straight in the eye, I think he can get their intent better from up
<br />here, which is only one of the advantages of this position. ..

<br />is Henry C. Vidal, chairman of the Colorado commission; and I
<br />might say that Mr. Vidal went through, I believe, nearly all of the
<br />controversies on the Arkansas River as one of the attorneys for the
<br />State; he is very familiar with the Arkansas River and its problems;
<br />and is one of the outstanding irrigation lawyers of the State.

<br />is Henry C, Vidal. I live in Denver. I am a lawyer, and one of the
<br />Commissioners for Colorado on the matter of the Arkansas River Com"
<br />pact with the State of Kansas.
<br />I have been familiar and actively participating in all water matters
<br />and litigation in the State of Colorado and between the States of Cbloc
<br />. rado and Kansas from the earliest time, and from the flrst lawsuit that
<br />was bro.ught, ' .
<br />I was a member of what was called the Arkansas Basin Committee,
<br />~nd consisting of members from the fiv~ States of Colorado, New Mex-
<br />ICO, Kansas, Oklahoma, and Arkansas, In 1933 and 1934, which had to
