OC1231

ARKANSAS RIVER COMPACT

13

commissioners who will appear here will explain, the interest of New
Mexico is fully protected and is not affected by this compact. .
With that statement, Mr. Chairman, on behalf of the State of Colo.
rado, I should like to urge that this committee recommend H. R. 4151
favorably to the House of Representatives, in order that the efforts
of the States to adjust their interstate water controversy may be ef.
fected, and in order, if you please, that we may end this troublesome
litigation, which has cost the two States much money and anXIety.
The next witness will be-
Mr, MURDOCK. I think you might indicate, in addition to your sto,te-
ment, that all other States might do well to go and do likewise.
Maybe it is too much to ask that they all do it.
Mr. BTONE. I might say, Mr. Chairman, that Colorado is always
anxious and desirous of getting along with her neighbors, and with
the approval of this compact every major river which arises in Colo-
rado has been settled by compacts except on the North Platte and
Laramie Rivers, where the Supreme Court has granted a decree appor-
tioning water.
And when you realize that Colorado is really the roof'tree of the
Nation, with rivers flowing in every direction and into many States,
that we have been able to settle these controversies, you may see that
we believe in this principle of the amicable adjustment, if possible,
of interstate water controversies. .
Mr. MURDOCK. Before the next witness is called, may I suggest to
our colleague Congressman Marsalis, who is away in the back of the
room, that he come up and sit with us, where he can look the witnesses
straight in the eye, I think he can get their intent better from up
here, which is only one of the advantages of this position. ..
Mr, MARSALIS. Thank you.
Mr. STONE. The next witness appearing in support of H, R. 415l
is Henry C. Vidal, chairman of the Colorado commission; and I
might say that Mr. Vidal went through, I believe, nearly all of the
controversies on the Arkansas River as one of the attorneys for the
State; he is very familiar with the Arkansas River and its problems;
and is one of the outstanding irrigation lawyers of the State.
Mr. MURDOCK. We will be glad to hear from you, Mr. Vidal.

STATEMENT OF HENRY C. VIDAL, CHAIRMAN, C(}LORADO:
COMMISSION

Mr, VIDAL.
