Hotel in Garden City, <br />Kansas, on [.larch 25, 1983. The agenda for the meeting is <br />included as Attachment A. The meeting was called after the <br />special meeting originally scheduled for February 1, 1983, had to <br />be cancelled due to inclement weather. <br /> <br />The meeting was called to order at 10:30 a.m. (CDT) by M . <br />Carl Bentrup, Vice-Chairman, in the absence of the Chairman and <br />United States representative, Mr. Frank Cooley, who was unoble to <br />attend. Administration members in attendance were: <br /> <br />For Kansas: <br /> <br />Carl E. Bentrup <br />Ronald Olomon <br />David Pope <br /> <br />Deerfield, KaD3as <br />Garden City, Kansas <br />Topeka, Kansas <br /> <br />For Colorado: <br /> <br />Carl Genova <br />Leo Idler <br />J. William McDonald <br /> <br />Pueblo, Colorado <br />Lamar, Colorado <br />Denver, Colorado <br /> <br />Mr. Bentrup advi~ed that the Attorneys General of Kansas and <br />Colorado could not fly to the m'.-c,tinJ due to incl,cTlent "leath"" <br />that morninJ. He asked that the exchan'1:'> of correspondence <br />between them cuncerning Trinidad Reser'.:'oir be included in the <br />m~. ~utues elf: the meeting. There being no objections, it \.;as so <br />ordered (see Attac~ments B, C, D, E, F, G, and H). <br /> <br />Mr. Bentrup introduced the members of the Administratio~. <br />Mr. Pope, a new member of the Kansas delegation, presented his <br />credentials. Mr. Pope serves ex officio, having been appointed <br />Chief Engineer of the Kansas Division of Water Resources <br />following the retiremcEt of ~lr. Guy Gibson. <br /> <br />Mr. Bentrup asked Mr. McDonald to present the report of the <br />Administrative and Legal Committee. Mr. McDonald advised that <br />the Administrative and Legal C';c.nlittee, composed of Mr. Bentrup <br />and himself, had met earlier: that morning. to discuss draft rules <br />of arbitration, which had been prepared by the staff of the <br />Kansas Attorney General's office. The rules, if adopted, would <br />implement Article VIII. D of the Arkansas Rivel- Compact. ~lr. <br />McDonald stated th'lt no decisions were reached nor any action', <br />taken and that the CGc,:;,itt ce had no recocne,,,ndations to make to <br />the Adminis::.ration at this tim\~ 'JJith respect to the proposed <br />rules.
