Point 6 of Minute No. 242 provides that: <br /> <br />"...The United States and Mexico shall consult with each other prior to <br />undertaking any new developments of either the surface or the groundwater <br />resources, or undertaking substantial modifications of present <br />developments, in its own territory in the border area that might adversely <br />affect the other country." <br /> <br />The U.S. Section during 1986, provided the Mexican Section well data and <br />reports on plans by the U.S. Bureau of Reclamation to salvage seepage waters <br />from the All-American Canal. <br /> <br />Data obtained by the U.S. Bureau of Reclamation concerning operation of its <br />projects in the Colorado River basin and forecasted flood flows into Mexico, <br />were furnished to Mexico on a regular basis. <br /> <br />Assistance to Mexico in Rehabilitation Program <br /> <br />Point 7 of Minute No. 242 provides that: <br /> <br />. <br /> <br />"The United States will support efforts by Mexico to obtain appropriate <br />financing on favorable terms for the improvement and rehabilitation of the <br />Mexicali Valley. The United States will also provide nonreimbursable <br />assistance on the basis mutually acceptable to both countries, exclusively <br />for those aspects of the Mexican rehabilitation program of the Mexicali <br />Valley relating to the salinity problem, including tile drainage." <br /> <br />The Government of Mexico has not asked the United States for assistance in <br />obtaining financing for the improvement and rehabilitation of the Mexicali <br />Valley. Mexico has not proposed nonreimbursable assistance for those apsects <br />of the Mexican rehabilitstion program relsting to the sslinity problems. The <br />Mexicali Valley rehabilitation program was essentially complete at the end of <br />the calendar year 1977. <br /> <br />Acknowledgement <br /> <br />The full cooperation of the Department of the Interior and the U.S. Bureau of <br />Reclamation, which enabled compliance with the 1944 Treaty and the salinity <br />agreement with Mexico, as reported herein, is acknowledged with appreciation. <br /> <br /> <br />D.
